GENERAL STATEMENT OF DUTIES
Performs administrative duties assisting the Commissioner of Public Works in planning, directing, reviewing, and coordinating the functions and services of the Department of Public Works; performs related duties as required.

COMPLEXITY OF DUTIES
Under general supervision, the duties are administrative and require the exercise of independent judgment in planning and implementing departmental programs and policies.

TYPICAL DUTIES
1.Assists the Commissioner in the review, development, implementation and coordination of policies, programs and procedures.
2.Analyzes the effectiveness of departmental policies and programs and recommends and implements improvements of operations and controls.
3.Assists in the preparation and review of departmental budget and financial reports.
4.Plans and coordinates the activities of subordinates engaged in implementing departmental programs and services.
5.Makes special investigations, performs research and prepares reports and recommendations.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Thorough knowledge of public works and the principles and practices of its administration.
2.Thorough knowledge of principles and practices of public administration and governmental accounting.
3.Ability to plan and direct the activities of subordinates.
4.Ability to establish and maintain effective working relationships with officials and subordinates.
5.Ability to express ideas clearly and concisely, both orally and in writing.

MINIMUM QUALIFICATIONS
Training and Experience
Graduation from high school or possession of an equivalency certificate,
and
Six years of administrative, supervisory, or inspection experience in construction or related fields;
or
Satisfactory equivalent combination of training and experience.
