GENERAL STATEMENT OF DUTIES
Plans and administers professional work in the serology laboratory for the Medical Examiner; performs related duties as required.

COMPLEXITY OF DUTIES
Under general supervision, the duties involve the exercise of considerable independent judgment in directing and coordinating the serology laboratory and supervising professional and non-professional personnel engaged in serological and microscopic testing.

TYPICAL DUTIES
1.Directs professional and technical staff conducting serological and microscopic testing on biological materials, including hairs, fibers and other evidence.
2.Consults with the Chief Toxicologist, Chief Medical Examiner and his deputies regarding policies affecting the serology laboratory.
3.Initiates research activities in the laboratory and supervises the development of new methods and procedures to increase the accuracy and precision of existing testing methods.
4.Attends scientific meetings and presents the results of research efforts.
5.Publishes new methodology in medical publications.
6.Testifies in court as an expert witness.
7.Supervises the procurement of equipment and reagents necessary for laboratory functions.
8.Reviews and certifies all reports issued by the laboratory.
9.Supervises the maintenance of records.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Extensive knowledge of the methods, principles and practices of forensic serology and genetics, as related to Forensic Serology.
2.Extensive knowledge of modern laboratory investigative methods and techniques, including microscopy, electrophoresis and other Forensic Serological tools.
3.Thorough knowledge of modern laboratory equipment, materials and techniques.
4.Considerable knowledge of the rules of evidence, such as Penal Laws, as they apply to serological evidence.
5.Knowledge of statistical methods used in Forensic Serology.
6.Ability to plan, assign and supervise the activities of subordinates.
7.Ability to record, organize, analyze and present data with scientific accuracy and thoroughness.
8.Ability to establish and maintain effective working relationships with the public, health institutions and law enforcement agencies.
9.Ability to express oneself clearly and concisely, both orally and in writing.

MINIMUM QUALIFICATIONS
Training and Experience
Doctoral degree in Chemistry or one of the Biological Sciences from a regionally accredited or New York State registered college or university
and
Four years of satisfactory experience in Forensic Serology.
