GENERAL STATEMENT OF DUTIES
Performs professional services as an appraiser of real property appropriated for public use; performs related duties as required.

COMPLEXITY OF DUTIES
Under administrative direction, the duties involve the use of considerable judgment in analyzing and reaching conclusions on the work of departmental and other personnel in appraising property.

TYPICAL DUTIES
1.Acts as consultant in the establishment of policies, methods and procedures for valuating real property under consideration for condemnation.
2.Reviews reports on appraisals completed by others for technical accuracy and validity of conclusions.
3.Determines need for additional evidence or documents to complete settlements for property damages and/or condemnation.
4.Recommends condemnation settlements and advises on subsequent appeals.
5.Instructs subordinate personnel on appraisal techniques.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Extensive knowledge of the methods and techniques of real property appraisal.
2.Extensive knowledge of the applicable laws and regulations governing condemnation of property and the settlement of claims for damages.
3.Ability to evaluate the work of others performing appraisals of property.
4.Ability to establish and maintain effective working relationships with departmental personnel.
5.Ability to express oneself clearly and concisely, both orally and in writing.

MINIMUM QUALIFICATIONS
Training and Experience
1.Bachelor's degree from a regionally accredited or New York State recognized college or university
and
Ten years of satisfactory experience in real estate involving sale, acquisition, appraisal, and other related real estate matters;
or
2.Satisfactory equivalent combination of training and experience.
