GENERAL STATEMENT OF DUTIES
Assists the Commissioner in planning, developing, coordinating, financing, and managing the capital program and projects; performs related duties as required.

COMPLEXITY OF DUTIES
Under general supervision, the duties require the use of considerable independent judgment.

TYPICAL DUTIES
*1.Assists in planning and developing capital projects.
2.Reviews submissions of proposed capital projects for appropriateness.
3.Develops procedures and controls to be used throughout the department for capital projects.
4.Reviews all capital projects for compliance with state and local finance laws.
*5.Coordinates cash flow projections of the department for submission to the Comptroller and Treasurer.
*6.Coordinates department's capital program with the County's six-year capital program and maintains both in appropriate format for computer.

*ADA ESSENTIAL FUNCTIONS

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Extensive knowledge of the principles and practices of public administration.
2.Extensive knowledge of state and local finance laws pertaining to capital projects and programs.
3.Thorough knowledge of the principles and practices of governmental accounting, fiscal management, and the review of public bids.
4.Ability to analyze financial facts and arrive at a logical interpretation.
5.Ability to develop and implement administrative methods and procedures concerning capital projects and programs and to evaluate their effectiveness.
6.Ability to establish and maintain effective working relationships with associates, other officials, and corporate officers.
7.Ability to express oneself effectively, both orally and in writing.

MINIMUM QUALIFICATIONS
Training and Experience
Master's Degree in Business or Public Administration, or Civil, Environmental, or Sanitary Engineering from a regionally accredited or New York State registered college or university
and, either
A.Ten years of satisfactory administrative experience in drafting capital projects and programs and the development, preparation, and analysis of capital budgets;
or
B.Ten years of satisfactory experience as a Civil, Environmental, or Sanitary Engineer with responsibility for drafting capital projects and programs, including responsibility for capital budget preparation.
