GENERAL STATEMENT OF DUTIES
Assists in developing, organizing, and directing the County Civil Service Commission Personnel Program; acts for and in place of the Secretary and Chief Examiner; performs related duties as required.

COMPLEXITY OF DUTIES
Under administrative direction, the duties involve the exercise of considerable judgment in ascertaining the County's adherence to personnel policies, rules, and regulations.

TYPICAL DUTIES
1.Assists in coordinating, directing, and supervising the technical activities and functions of the Nassau County Civil Service Commission.
2.Reviews work of technical personnel to ensure conformance with established policy and procedure, technical quality, and accuracy.
3.Reviews legislation and litigation, and coordinates cases for the Secretary and Chief Examiner.
4.Assists in directing the investigation of personnel complaints and grievances.
5.Advises county departments on personnel operating problems.
6.Assists in maintaining liaison with administrators of state departments in coordinating the Commission's services with the needs of departments.
7.Participates in local, county, and state conferences and meetings.
8.Prepares special reports and correspondence.
FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Thorough knowledge of the principles and practices of public personnel administration.
2.Considerable knowledge of the principles and practices of supervision and office management.
3.Considerable knowledge of State Civil Service Law and Nassau County Government Law.
4.Ability to establish and maintain effective relationships with legislators, administrators, employees, and the general public.
5.Ability to assign and coordinate the work performed by clerical and technical employees.
6.Ability to express oneself effectively, both orally and in writing.

MINIMUM QUALIFICATIONS
Training and Experience
Master's degree in public administration from a regionally accredited or New York State registered college or university
and
Ten years of satisfactory public personnel administration experience, including two years directing the Personnel function.

NOTE:Two years of experience, as outlined above, in excess of the ten-year requirement, may be substituted for the Master's degree.
