GENERAL STATEMENT OF DUTIES
Oversees Nassau County's Emergency Recovery Program in the Office of Emergency Management (OEM), to coordinate and facilitate the acquisition and dissemination of federal and state grants and funds to prepare for, respond to, mitigate, and recover from natural, technological, or man-made emergencies or disasters; performs related duties as required.

COMPLEXITY OF DUTIES
Under general supervision, the duties require the use of considerable independent judgment in carrying out administrative functions, primarily, and operational functions during emergencies. The work is reviewed by the Commissioner and/or Deputy Commissioner of Emergency Management.

TYPICAL DUTIES

1.
Performs research to determine availability of grants and funds from federal and state sources for emergency recovery.
*
2.
Following an emergency, coordinates the efforts of the County and municipal governments to submit reports of loss to the federal government through the state.
*
3.
Coordinates an Applicant Briefing for County Departments and municipal officials defining the Recovery process guidelines.
*
4.
Administers and reviews all Emergency Recovery grants for County compliance.
*
5.
Prepares and reconciles financial reports for the Emergency Management Performance Grant (EMPG), which is administered by the New York State Emergency Management Office.
*
6.
Prepares and submits quarterly work plans associated with the EMPG.
*
7.
Prepares and submits annual application for the EMPG.
*
8.
Prepares all grant related financial documents and submits them to the appropriate authorities.
*
9.
Serves as liaison to the federal and state governments in all disaster recovery declarations.
*
10.
Prepares and gives presentations for various County and municipal government officials concerning emergency recovery grants.
*
11.
Attends all meetings concerning emergency recovery grants and OEM budget.
*
12.
Prepares all federal and state correspondence concerning the Emergency Recovery Programs.
*
13.
Takes part in field exercises to test emergency recovery plans.
*
14.
Performs field operations at the scene of a federally declared disaster to ensure participating agencies track expenses and that they are allowable/eligible costs.
15.
Prepares all Supplemental Appropriation Requests and budgets associated with emergency recovery grants.
16.
Prepares and administers emergency recovery contracts.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.
Thorough knowledge of Title 44 of the Code of Federal Regulations as it applies to federal disaster assistance programs provided by the Federal Emergency Management Agency (FEMA).
2.
Thorough knowledge of The Robert T. Stafford Disaster Relief and Assistance Act, Public Law 93-288.
3.
Thorough knowledge of the principles, practices, and objectives of emergency management recovery initiatives.
4.
Thorough knowledge of federal grant application requirements, including forms and reporting procedures.
5.
Thorough knowledge of the nationally established Incident Management System.
6.
Considerable knowledge of Emergency Operations Center (EOC) management using the National Incident Management System.
7.
Ability to analyze facts and situations, arrive at sound conclusions, and make recommendations.
8.
Ability to use industry standard crisis management software to gather and secure critical information and archive vital records generated during activations.
9.
Ability to establish and maintain effective working relationships with public officials, community leaders, and law enforcement agencies.
10.
Ability to express oneself effectively, both orally and in writing.
11.
Ability to maintain records and prepare complex reports.

MINIMUM QUALIFICATIONS
Training and Experience
Bachelor's degree from a regionally accredited or New York State registered college or university
and
Six years of satisfactory experience developing, recommending, implementing, and coordinating emergency recovery activities, including both
A.
and
Two years directing and coordinating assigned personnel in emergency recovery work activities
B.Responsibility for managing at least one federally declared disaster.
NOTE:1.Experience, as outlined above, in excess of the six-year requirement, may be substituted for college education on a year-for-year basis.
2.A Master's degree from a regionally accredited or New York State registered college or university may substitute for one year of the general experience outlined above.
