GENERAL STATEMENT OF DUTIES
This is the second level in the Forensic Scientist (Latent Prints) series. The work involves responsibility for the examination and processing of physical evidence in order to develop latent print friction ridge detail (fingerprints, footprints, palm prints) using various chemical and physical methods. This position differs from Forensic Scientist I (Latent Prints) by virtue of the incumbents' ability to handle more complex examinations and cases, and increased independence. All work performed by incumbents in this class is performed under direct supervision from higher level employees in this series. General supervision is received from the Director of Laboratories; performs related work as required.

TYPICAL DUTIES
1.Develops latent prints from physical evidence utilizing both physical and chemical methods, including powders and alternate light sources.
2.Photographs developed friction ridge detail (latent) and patent (visual) impressions using exposed film (darkroom development) to record friction ridge detail.
3.Uses digital photography to record friction ridge detail.
4.
Performs evaluation of friction ridge detail for submission for identification.
5.
Meets with attorneys, investigators and other related personnel regarding approaches to analysis and results in pretrial conferences.
6.
Participates in scientific meetings, seminars, and other training as assigned.
7.Interprets test results, keeps records of observations and notes, and issues reports of test results.
8.
Testifies in court regarding laboratory analyses and the significance of the results as required.
9.
Performs housekeeping tasks as required, including maintaining related supplies and reference materials.
10.Assists in the inventory, maintenance, storage, and disposition of evidence.
11.
Participates in internal and external proficiency testing programs.
12.May review case files, reports and findings of Forensic Scientists I (Latent Prints) for accuracy and completeness.
13.May assist in conducting research, method development, and validation of new technical procedures.
14.May respond to crime scenes and assist in field examination and the documentation and collection of evidence.
15.May assist in training of subordinate laboratory personnel.
16.May assist in investigating technical problems and proposing remedial action.
17.May assist in maintaining and updating quality manual.
18.
May conduct routine comparisons of latent or patent print to inked prints, or other impressions (footwear/tire tracks) to known impressions.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Good knowledge of modern methods and techniques of latent print processing using powders, chemicals and alternate light sources.
2.Good knowledge of the methodology applied in chemical analyses of physical evidence for use in crime detection.
3.
Good knowledge of the analysis, comparison and evaluation of latent prints as it pertains to the identification process.
4.
Good knowledge of penal law and rules of evidence as it applies to latent print examination.
5.
Skill in the use of laboratory equipment related to latent print analysis.
6.
Skill in the application of laboratory and scientific research practices and techniques to latent print analysis.
7.
Ability to apply scientific procedures, methodology, and formulas to assigned work.
8.
Ability to analyze and evaluate information and observations, and to arrive at and construct logical and sound conclusions.
9.
Ability to explain laboratory analysis techniques, procedures and theories in a clear and concise manner so that non-scientists may understand the significance of the results obtained using these procedures.
10.
Ability to manage data base records and maintain accurate records.
11.Ability to operate and perform routine maintenance on complex laboratory equipment.
12.
Ability to communicate effectively, both orally and in writing.
13.Ability to prepare and deliver legal testimony accurately and be cross-examined and remain composed in court.
14.Ability to establish and maintain effective professional relationships.
15.Good judgment.

MINIMUM QUALIFICATIONS
Training and Experience
1.Graduation from a New York State or regionally accredited college or university with a Master's Degree, which must have included at least twelve (12) credit hours in one of the natural sciences, forensic sciences or engineering sciences, with one (1) year of full-time or its part-time equivalent experience in a forensic laboratory which must have included latent print examination;

2.Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree, which must have included at least twelve (12) credit hours in one of the natural sciences, forensic sciences or engineering sciences, with two (2) years of full-time or its part-time equivalent experience in a forensic laboratory which must have included latent print examination;

3. An equivalent combination of training and experience that is defined by the limits of (1) and (2) above.

NOTE:Incumbents must pass a competency test prior to assuming casework responsibility, and must pass a proficiency test annually, in accordance with accreditation requirements.

Additional continuing education and training may be required as condition of employment.
