GENERAL STATEMENT OF DUTIES
Supervises and coordinates a special program for the recruitment of adoptive parents for hard-to-place minority children; performs related duties as required.

COMPLEXITY OF DUTIES
Under general supervision, the duties involve the exercise of judgment in the application of departmental policies and regulations in carrying out a special child-adoptive program.

TYPICAL DUTIES
1.Supervises and participates in the recruitment of families to facilitate adoption of hard-to-place children.
2.Prepares materials in order to communicate and educate those organizations who are prospective resources for children in need of adoptive homes.
3.Provides direct services to adoptive parents and adoptees.
4.Acts as liaison for Department, interpreting program to community groups, and maintaining inter-agency contacts.
5.Prepares planning and financial reports covering Department's activities as required.
6.Directs and instructs subordinates, and evaluates staff performance.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Considerable knowledge of local state and federal child social services laws.
2.Considerable knowledge of the basic principles and practices of social casework.
3.Considerable knowledge of current social, economic and health problems, and available resources.
4.Some knowledge of public welfare administrative practices and procedures.
5.Ability to establish and maintain rapport with adults and children.
6.Ability to prepare oral and written reports.

MINIMUM QUALIFICATIONS
Training and Experience
Master's degree in Social Work from a regionally accredited or New York State registered college or university
and
Two years of satisfactory experience in the areas of adoption or foster home placement.
