GENERAL STATEMENT OF DUTIES
Assists the Commissioner in planning, directing, reviewing, and coordinating the functions and services provided by the department; performs related duties as required.

COMPLEXITY OF DUTIES
Under general supervision, the duties involve the use of considerable judgment in the administration and interpretation of official policies.

TYPICAL DUTIES
1.Assists in analyzing and interpreting public policy for executive guidance and human resources utilization.
2.Consults and cooperates with civic and community groups concerning matters of town management.
3.Maintains liaison between Commissioner, Town Board, other members of town government and the public with reference to policy and administration.
4.May assist in planning and directing programs aimed toward improving community relationships.
5.Assists in determining the kinds of communication to be used in informing the public concerning matters of human resources.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Thorough knowledge of the principles and practices of administration and business practices and procedures.
2.Ability to plan and direct the activities of subordinates.
3.Ability to establish and maintain effective working relationships with officials and subordinates.
4.Ability to express ideas clearly and concisely, both orally and in writing.

MINIMUM QUALIFICATIONS
Training and Experience
Bachelor's degree from a regionally accredited or New York State registered college or university
and
Two years of satisfactory experience in an administrative, managerial, staff, or supervisory capacity in a business office.

NOTE:Experience, as outlined above, in excess of the two-year requirement, may be substituted for college education on a year-for-year basis up to a maximum of four years.
