GENERAL STATEMENT OF DUTIES
Assists in planning, directing, and evaluating a village public works program; performs related duties as required.

COMPLEXITY OF DUTIES
Under general supervision, the duties require the use of judgment in assisting in planning, supervising, and evaluating the activities of subordinate public works personnel.

TYPICAL DUTIES
*1.Assists in supervising operation and maintenance of publicly owned facilities.
*2.Inspects operations; reviews progress of work and performance of subordinate; reports to Superintendent on progress and completion of projects.
*3.Transmits and interprets instructions from the Superintendent to supervisors.
*4.Assists in planning and preparing preliminary and final designs, plans, specifications, and estimates.
*5.Assists in accepting bids, negotiating contracts, and supervising public works improvement projects.
*6.Investigates unusual occurrences and complications at work sites, and takes remedial action or submits reports thereon to Superintendent.
*7.Assists in preparing specifications, purchasing material and equipment, and inspecting purchased items for approval or rejection.
*8.Assists in compiling technical and statistical data, and prepares various reports.
9.Assists in supervising the operation and maintenance of water treatment and/or sewage treatment plants, as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Thorough knowledge of equipment, methods, and materials required for planning, directing, and operating diversified public works projects.
2.Considerable knowledge of administrative principles, practices, and procedures.
3.Ability to plan, assign, supervise, and inspect the work of subordinates engaged in a variety of public works activities.
4.Ability to establish and maintain effective working relationships with associates.
5.Ability to express oneself effectively, both orally and in writing.
6.Ability to maintain records and prepare reports.

MINIMUM QUALIFICATIONS
Training and Experience
Bachelor's degree from a regionally accredited or New York State registered college or university, with a major in Civil Engineering
and
Two years of satisfactory experience implementing public works projects, including one year in a supervisory or administrative capacity.

NOTE:Experience, as outlined above, in excess of the two-year requirement, may be substituted for college education, on a year-for-year basis, up to a maximum of four years.
