GENERAL STATEMENT OF DUTIES
Assists the Commissioner in administering the Office of Consumer Affairs; acts for the Commissioner in his absence; performs related duties as required.

COMPLEXITY OF DUTIES
Under administrative direction, the duties involve the exercise of independent judgment in effecting and assuring departmental compliance with administrative policy.

TYPICAL DUTIES
1.Assists in directing and supervising subordinate personnel engaged in a variety of investigative and inspection activities pertaining to frauds or unfair dealings against consumers.
2.Assists in developing and conducting programs of consumer education and information.
3.Assists in the investigation, disclosure, and, if necessary, prosecution of those culpable of consumer fraud and/or unfair practices.
4.Assists in promoting public responsibility on the part of local business and industry by encouraging a high standard of honesty and fair practice in the production, promotion, and sale of consumer goods and services.
5.Studies state and local laws for consumer protection; recommends amendments, if necessary.
6.Assists in the preparation of annual, special, and interim reports, including budget preparation.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Thorough knowledge of public administrative practices and procedures.
2.Thorough knowledge of local, state, and federal laws pertaining to consumer protection.
3.Thorough knowledge of the principles, practices, methods, and procedures to assure and promote consumer protection.
4.Ability to plan, organize, and direct the activities of subordinate supervisory personnel.
5.Ability to establish and maintain effective working relationships with superiors, subordinates, and the general public.

MINIMUM QUALIFICATIONS
Training and Experience
Bachelor's degree from a regionally accredited or New York State registered college or university
and
Seven years of satisfactory administrative experience which included responsibility for resolving consumer problems and/or consumer education and/or budget development and/or personnel and/or contact with the public.

NOTE:1.Experience, as outlined above, in excess of the seven-year requirement, may be substituted for college education on a year-for-year basis up to a maximum of four years.
2.Master's degree in Business Administration from a regionally accredited or New York State registered college or university, may be substituted for one year of the required experience.
