GENERAL STATEMENT OF DUTIES
Performs professional-level work in the field of rehabilitation of the physically and mentally handicapped; performs related duties as required.

COMPLEXITY OF DUTIES
Under general supervision, the duties require the use of independent judgment in coordinating services for helping the handicapped adult.

TYPICAL DUTIES
1.Researches and compiles statistical data of all handicapped persons such as to the nature of their disability and their service needs.
2.Confers with local communities to work for the elimination of architectural barriers.
3.Develops broad educational programs aimed at increasing employment opportunities for the handicapped.
4.Provides counseling service designed to encourage and support the disabled person in his efforts and to aid him in his personal and social adjustments.
5.Arranges for medical, psychological, and psychiatric examinations as a part of determining feasibility for rehabilitation.
6.Works closely with local communities for establishing recreational and cultural facilities.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Knowledge of community organizations.
2.Knowledge of the psychological and social sciences.
3.Knowledge of the principles and practices of adult education and vocational guidance.
4.Ability to express ideas both orally and in writing.
5.Ability to establish and maintain effective working relationships with local community groups.

MINIMUM QUALIFICATIONS
Training and Experience
Bachelor's degree from a regionally accredited or New York State registered college or university with courses in psychology and sociology
and
Four years of experience in either labor management, public or employee relations, or occupational guidance for handicapped persons including involvement in community affairs dealing with the problems for the handicapped.

Necessary Special Requirement
Must be physically handicapped.

NOTE:Master's degree in vocational rehabilitation counseling or closely related field may be substituted for one year of the above experience.
