GENERAL STATEMENT OF DUTIES
In the Nassau County Office of Emergency Management, develops, recommends, implements, and coordinates the County's Emergency Operation Plan (EOP) as outlined in Article 2-B, State and Local Natural and Man-made Disaster Preparedness of the New York State Executive Law and the Nassau County Executive Directive 1-2003 to prepare for, respond to, mitigate, and recover from natural, technological, or man-made emergencies or disasters; performs related duties as required.

COMPLEXITY OF DUTIES
Under general supervision, the duties require the use of considerable independent judgment in carrying out administrative functions, primarily, and operational functions during emergencies. The work is reviewed by the Commissioner and/or Deputy Commissioner of Emergency Management.

TYPICAL DUTIES

1.
Directs and conducts hazard/risk analysis of natural, technological, and man-made hazards to identify those that may impact the County and localities, and the level of risk they represent.
2.
Maintains liaison with emergency management officials in surrounding jurisdictions regarding emergency planning initiatives.

3.
Oversees appropriate measures to mitigate all types of disasters.

4.
Develops mechanisms to coordinate the use of resources and personnel for service during and after disaster emergencies.

5.
Assists in recovery and redevelopment following disasters by performing the necessary administrative and field work.
*
6.
Assists with the preparation of the budget by computing emergency planning reimbursements from federal funds.
*
7.
Oversees plans for responding to emergency conditions and potential disasters, including but not limited to making recommendations to the County Executive regarding the declaration of a state of emergency, and planning for the implementation of such emergency orders to facilitate the rapid response and mobilization of local, state, and federal entities and resources.
8.
Confers with department heads or other administrative officials concerning emergency management planning initiatives.
9.
Keeps communities, emergency response agencies, and others informed of new laws, policies, regulations, and other critical emergency management planning information.

Takes part in field exercises to test emergency management plans.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Thorough knowledge of the principles, practices, and objectives of emergency management planning.
2.Thorough knowledge of the nationally established Incident Management System.
3.Thorough knowledge of Emergency Operations Center (EOC) management using the National Incident Management System.
4.Ability to analyze facts and situations, arrive at sound conclusions, and make recommendations.
5.Ability to express oneself effectively, both in writing and orally.
6.Ability to maintain records and prepare complex reports.
7.Ability to establish and maintain effective working relationships with public officials, law enforcement agencies, utility personnel, and community leaders.

MINIMUM QUALIFICATIONS
Training and Experience
Bachelor's degree from a regionally accredited or New York State registered college or university
and
Three years of satisfactory experience in the development and implementation of emergency management planning.

NOTE:1.Experience, as outlined above, in excess of the three-year requirement, may be substituted for college education on a year-for-year basis.
2.A Master's degree from a regionally accredited or New York State registered college or university may substitute for one year of experience as outlined above.
3.Satisfactory experience in the development and implementation of local and regional planning may be substituted for the experience on the basis of two years for one year of the experience as outlined above.
