GENERAL STATEMENT OF DUTIES
Assists in planning and coordinating all activities of the County Commission on Human Rights; performs related duties as required.

COMPLEXITY OF DUTIES
Under general direction, the duties require the use of independent judgment in directing and coordinating the Commission's policies and programs, and in initiating and developing new policies and procedures.

TYPICAL DUTIES
*1.Reviews complex discrimination complaints in areas of employment, public accommodation, and housing; and recommends appropriate action to Commission.
*2.Participates and assists in the initiation and development of new and revised Commission policies and procedures.
*3.Participates in staff meetings to discuss and formulate policies, programs, and procedures.
*4.Engages in speaking assignments to community organizations, including, but not limited to, schools, business clubs, human rights groups, and civic organizations.
*5.Maintains records and prepares reports.
6.Supervises all the activities of the Commission in the absence of the Executive Director, as required.
7.Serves as hearing officer in Commission's investigative process and activities, as required.
*8.Attends seminars, and remains informed as to developments, legislation, and related matters pertaining to Human Rights.

*ADA ESSENTIAL FUNCTIONS

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Thorough knowledge of the function and scope of services provided by the Commission on Human Rights.
2.Thorough knowledge of the principles, methods, and procedures used in organizing and promoting the programs of the Commission on Human Rights.
3.Considerable knowledge of the basic principles and practices of community organization, office management, and public relations.
4.Knowledge of relevant local, state, and federal laws and regulations.
5.Ability to interpret and apply governmental and departmental regulations, policies, and procedures.
6.Ability to maintain records and prepare reports.
7.Ability to express oneself effectively, both orally and in writing.
8.Ability to plan, coordinate, supervise, and evaluate the Commission's services, and the activities of subordinate personnel.
9.Ability to establish and maintain effective working relationships with associates.

MINIMUM QUALIFICATIONS
Training and Experience
1.Bachelor's degree from a regionally accredited or New York State registered college or university
and
Seven years of satisfactory social casework, counseling, labor relations, or human resources experience;
or
2.Master's degree in Labor Relations from a regionally accredited or New York State registered college or university
and
Five years of satisfactory experience as described in (1) above;
or
3.Juris Doctor degree from a regionally accredited or New York State registered college or university
and
Five years of satisfactory experience in the practice of law.
