GENERAL STATEMENT OF DUTIES
Performs administrative duties as Assistant to the Commissioner of Consumer Affairs; performs related duties as required.

COMPLEXITY OF DUTIES
Under general supervision, the position requires the use of considerable judgment in planning, organizing, and directing the activities of subordinates engaged in consumer education, information, and protection.

TYPICAL DUTIES
*1.Plans, assigns, and directs subordinates engaged in consumer education, information, and protection.
*2.Directs investigations of complaints and recommends appropriate action to be taken.
*3.Trains, instructs, and counsels personnel with respect to appropriate action to remedy irregularities and violations of law.
4.Assists in the preparation of publications and other informational and educational publications for the public.
*5.Plans, coordinates, and administers a consumer education and information program.
6.Assists in developing departmental policies and regulations.
*7.Prepares written reports.

*ADA ESSENTIAL FUNCTIONS

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Thorough knowledge of federal, state, and county laws dealing with consumer affairs programs.
2.Thorough knowledge of public administration.
3.Considerable knowledge of the principles and methods of field investigations.
4.Ability to analyze facts and evidence and arrive at a logical interpretation.
5.Ability to plan, assign, and direct the work of subordinates.
6.Ability to process violations of law.
7.Ability to express oneself effectively, both orally and in writing.
8.Ability to establish and maintain effective working relationships with associates.

MINIMUM QUALIFICATIONS
Training and Experience
Bachelor's degree from a regionally accredited or New York State registered college or university
and, either
A.Five years of satisfactory experience in consumer affairs involved in investigating public complaints of consumer fraud and unfair practices, of which three years were in a supervisory or administrative capacity;
or
B.Six years of satisfactory administrative experience, which included responsibility for resolving consumer problems, and/or consumer education, and/or budget development, and/or personnel, and/or contact with the public.
NOTE:1.Experience, as outlined above, in excess of the five- or six-year requirement, may be substituted for college education on a year-for-year basis.
2.Master's Degree from a regionally accredited or New York State registered college or university, may be substituted for one year of the required experience.
