GENERAL STATEMENT OF DUTIES
Performs specialized administrative work in the direction of the administrative functions of the division; performs related duties as required.

COMPLEXITY OF DUTIES
Under general supervision of the Deputy Commissioner, the position is professional and involves planning, organizing, coordinating, and directing the work of subordinate administrative personnel.

TYPICAL DUTIES

1.
Assists in directing and coordinating the administrative function of the division, management methods, budget, procurement, and office services.
*
2.
Prepares the facilities planning, maintenance, and operations budget; approves expenditures, and maintains records of the latter.
3.
Confers with division heads and other supervisory personnel concerning the administrative services needs and requirements.
*
4.
Participates with other management personnel in the planning of renovations/alterations, major repair work, and new construction.
5.
Assists in developing and implementing departmental policies and regulations.
6.
Assists in management and other studies and surveys for the purpose of improving administrative methods and practices.
7.
Confers with independent contractors and architects.

8.
Inspects and prepares reports on the work of independent contractors, and approves payment.
*
9.
Develops and maintains an inventory control program for the department's material and supply.
10.
Maintains effective working relationship with other departments, agencies and organizations interested in the activities of the department.

1.Thorough knowledge of the principles and practices of public and business administration.
2.Thorough knowledge of the principles of budgeting, personnel management, and procurement.
3.Thorough knowledge of modern office management methods.
4.Ability to exercise effective administrative and technical supervision over a large technical and professional staff.
5.Ability to develop and install complex and large scale administrative procedures and operations.

6.Ability to establish and maintain effective working relationships with other administrative officials, contractors, subordinates, and the public.
7.Ability to inspect, review, and evaluate work performed, and to recommend and implement improvements and procedures.
8.Ability to express oneself effectively, both orally and in writing.

MINIMUM QUALIFICATIONS
Training and Experience
Bachelor's degree from a regionally accredited or New York State registered college or university
and
Six years of satisfactory administrative experience in engineering, construction, facilities planning, or facilities management.

NOTE:Experience, as outlined above, in excess of the six-year requirement, may be substituted for college education on a year-for-year basis.
