GENERAL STATEMENT OF DUTIES
Plans, directs, and evaluates Health, Drug Abuse and Narcotics education programs; performs related duties as required.

COMPLEXITY OF DUTIES
Under general direction, the position is professional and requires the use of independent judgment.

TYPICAL DUTIES
1.Develops, implements and evaluates narcotic drug abuse education and preventive programs with other programs of the department and the community.
2.Cooperates with community groups in the development of health education programs.
3.Provides leadership to department staff and community in developing sound educational methods of solving narcotic problems.
4.Supervises and coordinates the activities of subordinates assigned to drug abuse education programs.
5.Plans, conducts and evaluates in-service training programs.
6.Plans and supervises the production of printed materials, exhibits and visual aids which best implement the health message.
7.Collects and analyzes data and prepares comprehensive reports.
FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Extensive knowledge of the principles, practices and techniques of public health, narcotic, and drug abuse education.
2.Thorough knowledge of learning theory applicable to health education programs.
3.Thorough knowledge of narcotic and drug abuse programs and trends at national, state and community levels.
4.Thorough knowledge of principles and techniques of supervision.
5.Ability to express ideas orally and in writing.
6.Ability to establish and maintain cooperative relations with other community agencies and the public.
MINIMUM QUALIFICATIONS
Training and Experience
A graduate degree from a school of public health with specialization in public health education
and
Three years of experience as a public health educator;
or
Four years of public health experience, two years of which should have been local level experience after being awarded the graduate degree, and two years of which should include either administrative or supervisory responsibilities.

Necessary Special Requirement
Satisfactory evidence from the New York State Department of Health that the foregoing qualifications have been met.
