GENERAL STATEMENT OF DUTIES
Acts for and in place of the Comptroller in administering and managing the accounting and fiscal service of a municipality; performs related duties as required.

COMPLEXITY OF DUTIES
Under general supervision, the duties involve the exercise of independent judgment in developing and implementing financial controls, and directing the activities of subordinate supervisory personnel.

TYPICAL DUTIES
1.Develops, installs, and supervises accounting procedures in compliance with local, state, and federal requirements.
2.Studies and develops department fiscal programs, policies, and procedures.
3.Performs highly complex and important fiscal operations and control functions.
4.Consults with department heads in attaining overall departmental objectives.
5.Participates in formulation of fiscal and accounting policy.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Extensive knowledge of accounting and auditing principles and procedures.
2.Thorough knowledge of the principles of office management and municipal financial administration.
3.Ability to plan, organize, and direct effectively the accounting program for a municipality.
4.Ability to assist in developing objectives and programs and to organize, direct, evaluate, and improve the accounting and fiscal controls and services of the program.
5.Ability to develop and install new accounting systems, controls, records, and forms for fiscal reporting and planning.
6.Ability to lead and train employees and to develop their professional skills.

MINIMUM QUALIFICATIONS
Training and Experience
1.Bachelor's degree from a recognized college or university with major course work in accounting
and
Seven years of progressively responsible professional accounting work in finance, accounting, or governmental agency including three years of supervisory experience;
or
2.Satisfactory equivalent combination of training and experience.
