GENERAL STATEMENT OF DUTIES
Develops, coordinates, and implements a public relations program in the area of water conservation; performs related duties as required.

COMPLEXITY OF DUTIES
Under general supervision, the duties require the use of considerable independent judgment in developing programs and policies to educate the public regarding water conservation.

TYPICAL DUTIES
*1.Develops and coordinates public relations programs in the area of water conservation.
*2.Plans and conducts research on public information programs concerning water conservation, and determines what programs will be most effective.
*3.Develops policies and procedures concerning public relations programs in the area of water conservation.
*4.Maintains liaison with relevant public and private agencies.
*5.Prepares or directs the preparation of news releases, newsletters, announcements, and similar material.
*6.Speaks to community organizations and civic groups, and attends meetings and conferences.
*7.Remains informed of latest developments in the field, and obtains literature for review and distribution.
8.Recommends research projects, as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Extensive knowledge of principles and practices involved in planning and conducting a public relations program.
2.Thorough knowledge of principles and practices of governmental organization and administration.
3.Ability to conduct independent research.
4.Ability to express oneself effectively, both orally and in writing.
5.Ability to establish and maintain working relationships with the public and associates.
6.Ability to plan, direct, and coordinate the work of subordinate personnel.
7.Ability to analyze and evaluate relevant media.

MINIMUM QUALIFICATIONS
Training and Experience
Bachelor's degree from a regionally accredited or New York State registered college or university
and
Ten years of satisfactory experience supervising the operation and maintenance of a water supply and/or water treatment and/or water distribution system, including preparation of public relations material.

NOTE:Experience, as outlined above, in excess of the ten-year requirement, may be substituted for college education on a year-for-year basis.
