GENERAL STATEMENT OF DUTIES
Assists the Commissioner of Social Services by managing and directing all financial assistance programs; performs related duties as required.

COMPLEXITY OF DUTIES
Under administrative direction, the duties involve the exercise of considerable judgment in formulating policies and directing supervisory subordinates.

TYPICAL DUTIES

Administers and directs all financial assistance programs.
*
2.
Assists the Commissioner in the development and implementation of department policies and procedures.
*
3.
Assists the Commissioner in the preparation of annual budget and related fiscal reports and records.
*
4.
Represents the Commissioner at conferences and seminars; interprets entitlement program to professional and community groups.
*
5.
Reviews and plans for future staffing needs.
6.
Conducts special projects and programs, as required.
*ADA ESSENTIAL FUNCTIONS

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Extensive knowledge of federal, state, and county social services laws and programs as they affect eligibility for financial assistance.
2.Extensive knowledge of the Department's overall programs, policies, and procedures.
3.Extensive knowledge of other laws and programs that affect eligibility, i.e., Worker's Compensation, Social Security, and Unemployment Insurance.
4.Extensive knowledge of the principles and practices of public administration.
5.Ability to plan, supervise, organize, and direct the activities of subordinate supervisors.
6.Ability to establish and maintain effective working relationships with associates and subordinates.
7.Ability to express oneself effectively, both orally and in writing.

MINIMUM QUALIFICATIONS
Training and Experience
Bachelor's degree from a regionally accredited or New York State registered college or university
and, either
a.Five years of satisfactory experience in a health, education, or social agency, three years of which must have been in an administrative or supervisory capacity;
or
b.Five years of satisfactory experience in an administrative or management position with responsibility for planning, directing, and coordinating the work of a substantial staff working in several units or performing several separate functions.
NOTE:1.Each year of experience as a chief executive officer of a social services district, within six years immediately preceding the date on which he/she is appointed, shall be equivalent of two years of the above prescribed experience.
2.Post-graduate training at a regionally accredited or New York State registered college or university, in social work, public administration, hospital administration, educational administration, or business administration, shall be the equivalent, on a year-for-year basis, up to two years of the above prescribed experience. However, no such post-graduate training shall be the equivalent of the administrative or supervisory experience prescribed in (a.) above.
