GENERAL STATEMENT OF DUTIES
Performs professional and administrative work in directing and coordinating assigned phases of hospital management programs; performs related duties as required.

COMPLEXITY OF DUTIES
Under minimal executive and administrative direction, the duties require the use of independent judgment in formulating and implementing Nassau Health Care Corporation (NHCC) policies and procedures, and in directing the combined professional, technical, and nontechnical activities of work groups varying in size and complexity, through the supervision of subordinate supervisors.

TYPICAL DUTIES

1.
Assists the Chief Executive Officer (CEO) and other executive staff in formulating and implementing in-service training programs for all levels of hospital personnel.

2.
Develops, and assists in the implementation of, new or revised NHCC operating policies and procedures.
3.
Participates in the orientation of new employees.
*
4.
Initiates and coordinates the preparation of periodic operating reports.
*
5.
Confers with responsible department heads to interpret policies and guide the implementation of intergovernmental, interdepartmental, intradepartmental, and other necessary policies and procedures.
*
6.
Evaluates and recommends improvements in plans, policies, and procedures.
*
7.
Assists in the preparation of budgetary and personnel requirements and projections for planning purposes.
*
8.
Represents the CEO or other executive staff, as required.

Thorough knowledge of the principles and practices of public administration.
2.
Thorough knowledge of the principles and practices of hospital management or administration.
3.
Thorough knowledge of the principles and practices of operational analysis and needs assessment.
4.
Thorough knowledge of the Nassau Health Care Corporation's rules, regulations, policies, procedures, and responsibilities, and its relationships with other agencies.

Thorough knowledge of applicable state and federal laws, rules, codes, and regulations relating to hospital operation.
6.
Ability to plan, organize, and direct the activities of units and individuals.
7.
Ability to express oneself effectively, both orally and in writing.
8.
Ability to establish and maintain effective working relationships with associates, departmental representatives, and the public.
9.
Ability to maintain records and prepare reports.

MINIMUM QUALIFICATIONS
Training and Experience
1.Master's degree, with a concentration in Hospital Administration, Health Services Administration, Health Care Administration, Health Records Administration, Nursing, Nursing Administration, Public Health Administration, Community Health, Finance, Economics, Accounting, or a closely related field, from a regionally accredited or New York State registered college or university
and
Seven years of satisfactory experience developing, interpreting, evaluating, or coordinating programs, policies, plans, procedures, systems, finances, or operations in a health care environment, including, but not limited to, acute or extended care facilities, health maintenance organizations or health care reimbursement organizations, including three years in an administrative or supervisory capacity, supervising subordinate administrative and/or professional personnel;
or
2.Master's degree from a regionally accredited or New York State registered college or university
and
Eight years of satisfactory experience, as outlined above, including four years in an administrative or supervisory capacity, as outlined above;
or
3. Bachelor's degree from a regionally accredited or New York State registered college or university, with a major in one of the fields listed in (1) above
and
Eight years of satisfactory experience as outlined in (1) above, including four years in an administrative or supervisory capacity, as outlined above;
or

4.Bachelor's degree from a regionally accredited or New York State registered college or university
and
Nine years of satisfactory experience as outlined in (1) above, including four years in an administrative or supervisory capacity, as outlined above.

For Appointment to Ambulatory Services, Inpatient Services and Nursing Services Specialties
1.Experience, as outlined in (1) above, in excess of the nine-year requirement as outlined in (4) above, may be substituted for college education on a year-for-year basis, up to a maximum of two years.
2.There is no substitution for the four years of experience in an administrative or supervisory capacity, as outlined above.

For Appointment to Security and Investigative Services
1.Experience, as outlined in (1) above, and in (2) below, in excess of the nine-year requirement as outlined in (4) above, may be substituted for college education on a year-for-year basis, up to a maximum of two years.
2.Experience in a law enforcement agency directing and/or participating in investigations to ensure safety and security may be substituted for experience as outlined in (1) above on a year-for-year basis.
3.There is no substitution for the four years of experience in an administrative or supervisory capacity, as outlined above.

For Appointment to Support Services Specialty
1.Experience, as outlined in (1) above, in excess of the nine-year requirement as outlined in (4) above, may be substituted for college education on a year-for-year basis, up to a maximum of four years.
2.There is no substitution for the four years of experience in an administrative or supervisory capacity, as outlined above.
