GENERAL STATEMENT OF DUTIES
This is the entry-level class in the Forensic Scientist (Reconstruction) series. The work involves responsibility for collecting and analyzing physical evidence using qualitative physical and chemical tests and related techniques to reconstruct crime, incident, and vehicular accident scenes. This position differs from Forensic Scientist II (Reconstruction) by virtue of it being an entry-level position, the training requirements of the incumbents, performance of routine tasks and the decreased independence of work. All work performed by incumbents in this class is performed under close direct supervision from higher level employees in this series. General supervision is received from the Director of Laboratories; performs related work as required.

TYPICAL DUTIES
1.Performs routine macro- and microscopic documentation and qualitative analysis of physical evidence collected from crime, incident, and vehicular accident scenes.
2.Performs routine physical tests to analyze and reconstruct blood stain patterns and bullet trajectory.
3.Performs routine presumptive chemical tests for blood, semen, projectile components, and gunshot residues.
4.Performs and utilizes routine nondestructive enhancement and documentation techniques at scenes and in the laboratory including the use of film and digital cameras/video recorders, color contrast filters, and specialized illumination techniques.
5.Meets with attorneys, investigators and other related personnel regarding approaches to analysis and results in pretrial conferences.
6.Participates in scientific meetings, seminars, and other training as assigned.
7.Keep records of observations and notes, and issues reports of test results upon consultation with higher level Forensic Scientists in this series.
8.Testifies in court regarding laboratory analyses and the significance of the results as required.
9.Performs housekeeping tasks as required, including maintaining related supplies and reference materials.
10.Participates in internal and external proficiency testing programs.
11.Responds to crime scenes and assists in field examination and the documentation and collection of evidence.
12.May assist in the inventory, maintenance, storage, and disposition of evidence.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.
Working knowledge of the principles, practices, instruments, and methods used in crime, incident, and vehicular accident scene reconstruction as applied to the collection of physical evidence.
2.
Working knowledge of laboratory techniques, analysis, equipment, and procedures including, but not limited to, macro- and microscopic documentation and analysis of physical evidence.
3.
Working knowledge of the principles and practices of crime scene reconstruction including, but not limited to, blood stain pattern analysis and bullet trajectory analysis.
4.
Working knowledge in the use of standard crime scene and laboratory equipment including high-intensity, tunable wavelength light sources, microscopes, lasers, photography and videography equipment.
5.
Working knowledge of penal law and rules of evidence collection and retention as it applies to crime, incident, and vehicular accident scene reconstruction.
6.
Skill in the use of laboratory equipment related to crime, incident, and vehicular accident scene reconstruction.
7.
Skill in the application of laboratory and scientific research practices and techniques to crime, incident, and vehicular accident scene reconstruction.
8.
Ability to apply scientific procedures, methodology and formulas to assigned work.
9.
Ability to analyze and evaluate information and observations, and to arrive at and construct logical and sound conclusions.
10.
Ability to explain laboratory analysis techniques, procedures and theories in a clear and concise manner so that non-scientists may understand the significance of the results obtained using these procedures.
11.
Ability to manage data base records and maintain accurate records.
12.
Ability to operate and perform routine maintenance on complex laboratory equipment.
13.
Ability to communicate effectively, both orally and in writing.

MINIMUM QUALIFICATIONS
Training and Experience
1.Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree or higher in a natural science, a forensic science, an engineering science, or criminalistics;
OR
2.Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree or higher, which must have included at least twelve (12) credit hours in one of the natural sciences, forensic sciences or engineering sciences, with one (1) year of full-time or its part-time equivalent experience in a forensics laboratory which must have included crime, incident, and/or vehicular accident scene reconstruction;
OR
3.Satisfactory completion of one (1) year as a Forensic Scientist Trainee with Reconstruction specialty;
OR
4.An equivalent combination of training and experience that is defined by the limits of (1) and (2) above.

NOTE:Incumbents must pass a competency test prior to assuming casework responsibility, and must pass a proficiency test annually, in accordance with accreditation requirements.

Additional continuing education and training may be required as condition of employment.
