GENERAL STATEMENT OF DUTIES
Assists in the administration planning and statistical analysis of the Traffic and Parking Violations Agency, acts for and in place of the Executive Director; performs related duties as required.

COMPLEXITY OF DUTIES
Under general supervision, the duties require the use of considerable judgment in formulating and applying departmental policies and procedures.

TYPICAL DUTIES
1.
Assists in the development of standards, policies, and procedures for the agency.

2.
Oversees the recording and reconciliation of traffic tickets.
*
3.
Prepares special reports and correspondence for the Executive Director and Traffic Prosecutor Selection and Oversight Panel.
*
4.
Designs and formulates statistical analysis data for operational purposes, and assists in the preparation of statistical and financial reports and statements as required by the Executive Director.
*
5.
Develops and designs new systems manual for the agency.
6.
Develops contractual agreements with outside agencies.
*
7.
Assists in the development, implementation, and management of amnesty and license suspension programs.
8.
Assists in the preparation of the agency budget.
*
9.
Collaborates with Information Technology Department, the equipment-needs programs, and software for the agency.
10.
Designs and implements a record retention policy for the agency.
11.
Supervises monetary operations for the Traffic and Parking Violations Agency.
12.
Acts for and in place of the Executive Director, as required.

*ADA ESSENTIAL FUNCTIONS

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Thorough knowledge of the principles and practices of public administration.
2.Considerable knowledge of laws, rules, and regulations affecting traffic and parking violations.
3.Ability to express oneself effectively, both orally and in writing.
4.Ability to maintain records reconcile accounts, and prepare reports.
5.Ability to formulate, develop, and improve agency programs and procedures. Ability to establish and maintain effective working relationships with associates, the public, and other governmental agencies.

MINIMUM QUALIFICATIONS
Training and Experience
Bachelor's degree from a regionally accredited or New York State registered college or university
and either
A.Seven years of administrative experience which included budget preparation and contract preparation;
or
B.Seven years of administrative experience in operations management which included the reconciliation of accounts.
