GENERAL STATEMENT OF DUTIES
Directs and implements the Nassau Health Care Corporation (NHCC) Labor Relations program; performs related duties as required.

COMPLEXITY OF DUTIES
Under the administrative direction of the Executive Director of the NHCC, the position requires the use of considerable independent judgment in directing and administering the Corporation's Labor Relations program.

TYPICAL DUTIES
*
1.
Supervises the implementation of goals and objectives of the Corporation's Labor and Employee Relations program, including labor disputes, contract administration, and mediating employee complaints and grievances.

2.
Negotiates contracts with unions and vendors for the staffing of needed hospital services and programs within the structure of the County or Public Corporation Board.
*
3.
Counsels the Executive Director related to labor and collective bargaining issues, such as ADA, FLSA, Taylor Law, PERB, and various other statutes and regulations.

4.
Directs the review of grievances in accordance with the labor contract, and coordinates notices to witnesses, scheduling of hearings, and recording of minutes.
*
5.
Formulates proposals, amendments, and suggestions for presentation in collective bargaining sessions.
6.
Prepares confidential reports outlining basic issues, positions of parties, and progress made in contract negotiations.

7.
Reviews the history of collective bargaining, and secures and evaluates pertinent new information on specific contract issues for NHCC.
8.
Directs program designed to improve relations among Corporation employees, as well as performance, productivity, and the quality of care.
9.
Compiles the departmental budget for staffing and capital expenditures, and ensures department adherence to personnel budget.
10.
Acts for and in place of the Executive Director, NCMC, in matters relating to personnel or labor relations.

*ADA ESSENTIAL FUNCTIONS

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Extensive knowledge of the goals and objectives of the Corporation's Labor and Employee Relations program.
2.Extensive knowledge of federal, state, and local legislation related to hospital labor relations.
3.Extensive knowledge of labor dispute settlement, contract administration, mediation, and grievance resolution.

4.Thorough knowledge of Workers' Compensation Law, ADA, FLSA, Taylor Law, PERB, and various other statutes and regulations.
5.Ability to plan, coordinate, direct, and evaluate the activities of subordinates.
6.Ability to establish and maintain effective working relationships with associates, officials, other agencies, and the public.
7.Ability to maintain records and prepare reports.
8.Ability to express oneself effectively, both orally and in writing.

MINIMUM QUALIFICATIONS
Training and Experience
Master's degree in Labor Relations, Personnel Management, Public Administration, or in an administrative health field from a regionally accredited or New York State registered college or university
and
Ten years of satisfactory supervisory experience which included four years in the public sector in labor relations at Director or Assistant Director level.

NOTE:One year of satisfactory supervisory experience in labor relations, in addition to the four-year requirement, may be substituted for the Master's degree. There is no substitution for a Bachelor's degree from a regionally accredited or New York State registered college or university.
