GENERAL STATEMENT OF DUTIES
Acts for and in place of the County Treasurer; participates in the direction of all departmental employees in carrying out the function of the Office of the County Treasurer; performs related duties as required.

COMPLEXITY OF DUTIES
Under supervision of the County Treasurer, the duties require the exercise of considerable independent judgment in developing and implementing departmental policies, practices, and procedures.

TYPICAL DUTIES

1.Receives and is custodian of all monies belonging to Nassau County.
*
2.Maintains an accurate and verifiable account of all County receipts and expenditures.
*
3.Supervises the placement and exchanges of collateral pledged by depository banks to secure County deposits.
*
4.Arranges for the sale and delivery of County bonds and anticipation notes.
*
5.Supervises investments and/or deposits of County funds.
6.Undertakes special studies, as required.

*ADA ESSENTIAL FUNCTIONS

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Thorough knowledge of the principles and practices of public administration.
2.Thorough knowledge of the principles and procedures of governmental accounting, auditing, and fiscal management.
3.Ability to develop and implement administrative policies, procedures, and practices, and to evaluate their effectiveness.
4.Ability to plan, coordinate, and direct the work of subordinate supervisory personnel.
5.Ability to establish and maintain effective working relationships with associates, other public officials, and the banking community.
6.Ability to express oneself effectively, both orally and in writing.

MINIMUM QUALIFICATIONS
Training and Experience
1.Bachelor's degree from a regionally accredited or New York State registered college or university, with major course work in Finance, Economics, or Accounting
and
Eight years of satisfactory general business experience, including four years in an administrative or supervisory capacity;

2.Bachelor's degree from a regionally accredited or New York State registered college or university
and
Eight years of satisfactory professional experience either maintaining or auditing financial records; formulating and presenting budgets; directing the financial planning and investment of funds; auditing and analyzing accounting records; or developing, installing, and maintaining budget, accounting, or financial investment systems in a large public or private
agency.
NOTE:Law degree from a regionally accredited or New York State registered college or university may be substituted for three years of the experience as described in 1 or 2 above.
NOTE:Master's degree in Finance, Economics, or Accounting from a regionally accredited or New York State registered college or university may be substituted for one year of the experience as described in 1 or 2 above.
