* | 1. | Performs research to determine availability of grants and funds from federal and state sources for emergency recovery. | |

* | 12. | Prepares all federal and state correspondence concerning the Emergency Recovery Programs. | |
* | 13. | Takes part in field exercises to test emergency recovery plans. | |
* | 14. | Performs field operations at the scene of a federally declared disaster to ensure participating agencies track expenses and that they are allowable/eligible costs. | |
15. | Prepares all Supplemental Appropriation Requests and budgets associated with emergency recovery grants. | ||
16. | Prepares and administers emergency recovery contracts. |

1. | Thorough knowledge of Title 44 of the Code of Federal Regulations as it applies to federal disaster assistance programs provided by the Federal Emergency Management Agency (FEMA). | |
2. | Thorough knowledge of The Robert T. Stafford Disaster Relief and Assistance Act, Public Law 93-288. | |
3. | Thorough knowledge of the principles, practices, and objectives of emergency management recovery initiatives. | |
4. | Thorough knowledge of federal grant application requirements, including forms and reporting procedures. | |
5. | Thorough knowledge of the nationally established Incident Management System. | |
6. | Considerable knowledge of Emergency Operations Center (EOC) management using the National Incident Management System. | |
7. | Ability to analyze facts and situations, arrive at sound conclusions, and make recommendations. | |
8. | Ability to use industry standard crisis management software to gather and secure critical information and archive vital records generated during activations. | |
9. | Ability to establish and maintain effective working relationships with public officials, community leaders, and law enforcement agencies. | |
10. | Ability to express oneself effectively, both orally and in writing. | |
11. | Ability to maintain records and prepare complex reports. |
A. and | Two years directing and coordinating assigned personnel in emergency recovery work activities |
B. | Responsibility for managing at least one federally declared disaster. |
NOTE: | 1. | Experience, as outlined above, in excess of the six-year requirement, may be substituted for college education on a year-for-year basis. |
2. | A Master's degree from a regionally accredited or New York State registered college or university may substitute for one year of the general experience outlined above. |
