GENERAL STATEMENT OF DUTIES
Assists the Commissioner in administering, supervising, and evaluating the safety and security functions for the Department of Recreation and Parks; performs related duties as required.

COMPLEXITY OF DUTIES
Under administrative supervision, the duties require the use of considerable independent judgment in planning, organizing, directing, and evaluating the activities of subordinate supervisory personnel engaged in implementing multi-scale safety and security programs.

TYPICAL DUTIES
1.Plans, organizes, supervises, and evaluates an extensive safety and security program for all Department of Recreation and Parks facilities.
2.Reviews and analyzes the needs and requirements of the safety and security program, initiates and implements the necessary controls to improve programs and services.
3.Consults, and acts as liaison with public and private agencies regarding safety and security programs.
4.Establishes and evaluates preventive safety and security measures for the protection of employees and the public.
5.Schedules, directs, coordinates, supervises, and evaluates the activities of subordinate supervisory personnel.
6.Develops, directs, and evaluates safety and security training programs.
7.Attends meetings, training conferences, and similar safety and security seminars.
8.Notifies appropriate authorities concerning safety and security needs or irregularities, prepares and submits relevant reports as required.
9.Reviews cashier records and time and leave records.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.
Extensive knowledge of the principles and practices of institutional or building and grounds safety and security programs.
2.
Thorough knowledge of the techniques and methods of safety and security analysis.
3.
Thorough knowledge of safety and security laws, rules, and regulations.
4.
Thorough knowledge of first aid and CPR.
5.
Ability to organize, direct, supervise, and evaluate a multi-scale safety and security program.
6.
Ability to schedule, direct, coordinate, and evaluate the activities of subordinate personnel.
7.
Ability to inspect and review safety and security services and procedures, and to implement necessary improvements.
8.
Ability to train and instruct personnel.
9.
Ability to establish and maintain effective working relationships with associates, subordinates, and the public.
10.
Ability to maintain records and prepare reports.

MINIMUM QUALIFICATIONS
Training and Experience
Bachelor's degree from a regionally accredited or New York State registered college or university
and
Eight years of satisfactory experience in law enforcement or security operations, including four years directing a safety and security program.

NOTE:Experience, as outlined above, in excess of the eight-year requirement, may be substituted for college education, on a year-for-year basis, up to a maximum of four years.
