GENERAL STATEMENT OF DUTIES
This is the entry-level class in the Forensic Scientist (Questioned Documents) series. The work involves responsibility for examination of evidence for indentions and alterations, and to determine its authenticity and/or origin. This position differs from Forensic Scientist II (Questioned Documents) by virtue of it being an entry-level position, the training requirements of the incumbents, performance of routine tasks and the decreased independence of work. All work performed by incumbents in this class is performed under close direct supervision from higher level employees in this series. General supervision is received from the Director of Laboratories; performs related work as required.

TYPICAL DUTIES
1.
Performs routine examinations, analysis and comparisons of handwritten, typewritten, printed and photocopied materials to establish identity, origin, authorship, and authenticity.
2.
Performs routine examinations, analysis and comparison of evidence using visible, ultraviolet or infrared light, as well as microscopes,. video spectral comparator and electrostatic detection apparatus to detect alterations, forgeries, and indentations.
3.Performs routine restorations of obliterated documents using various chemical and physiochemical techniques and performs chromatographic and chemical tests on ink, typewriter ribbon and other related evidence.
4.
Meets with attorneys, investigators and other related personnel regarding approaches to analysis and results in pretrial conferences.
5.
Participates in scientific meetings, seminars, and other training as assigned.
6.
Keeps records of observations and notes, and issues reports of test results upon consultation with higher level Forensic Scientists in this series.
7.
Testifies in court regarding laboratory analyses and the significance of the results as required.
8.
Performs housekeeping tasks as required, including maintaining related supplies and reference materials.
9.
Participates in internal and external proficiency testing programs.
10.
May assist in the inventory, maintenance, storage, and disposition of evidence.

*ADA ESSENTIAL FUNCTIONS

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.
Working knowledge of the principles and practices of photography, microscopy, comparative examination and individualization.
2.
Working knowledge of the photographic, illuminating, and photo-reproductive techniques and devices used in the analysis of questioned documents.
3.
Working knowledge of writing or printing instruments, ink, paper and copying processes.
4.Working knowledge of the design and operation of various mechanical printing and lettering devices, such as typewriters and copying machines.
5.Working knowledge of penal law and rules of evidence as it applies to questioned document examination.

Ability to apply scientific procedures, methodology, and formulas to assigned work.

Ability to explain laboratory analysis techniques, procedures and theories in a clear and concise manner so that non-scientists may understand the significance of the results obtained using these procedures.
11.
Ability to manage data base records and maintain accurate records.
12.
Ability to operate and perform routine maintenance on complex laboratory equipment.
13.
Ability to communicate effectively, both orally and in writing.
14.
Ability to prepare and deliver legal testimony accurately and be cross-examined and remain composed in court.
15.
Ability to establish and maintain effective professional relationships.
16.
Good judgment.

MINIMUM QUALIFICATIONS
Training and Experience
1.Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree or higher in a natural science, a forensic science, an engineering science, or criminalistics;
OR
2..Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree or higher, which must have included at least twelve (12) credit hours in one of the natural sciences, forensic sciences or engineering sciences, with one (1) year of full-time or its part-time equivalent experience in questioned document examination;
OR
3. Satisfactory completion of one (1) year as a Forensic Scientist Trainee with Questioned Document specialty;
OR
4. An equivalent combination of training and experience that is defined by the limits of (1) and (2) above.
NOTE:Incumbents must pass a competency test prior to assuming casework responsibility, and must pass a proficiency test annually, in accordance with accreditation requirements.

Additional continuing education and training may be required as condition of employment.
