GENERAL STATEMENT OF DUTIES
This is the entry-level class in the Forensic Scientist (Latent Prints) series. The work involves responsibility for the examination and processing of physical evidence in order to develop latent print friction ridge detail (fingerprints, footprints, palm prints) using various chemical and physical methods. This position differs from Forensic Scientist II (Latent Prints) by virtue of it being an entry-level position, the training requirements of the incumbents, performance of routine tasks and the decreased independence of work. All work performed by incumbents in this class is performed under close direct supervision from higher level employees in this series. General supervision is received from the Director of Laboratories; performs related work as required.

TYPICAL DUTIES
1.Develops latent prints in routine cases from physical evidence utilizing both physical and chemical methods, including powders and alternate light sources.
2.Photographs routine developed friction ridge detail (latent) and patent (visual) impressions using exposed film (darkroom development) to record friction ridge detail.
3.Uses digital photography in routine cases to record friction ridge detail.
4.
Performs routine evaluation of friction ridge detail for submission for identification.
5.
Meets with attorneys, investigators and other related personnel regarding approaches to analysis and results in pretrial conferences.
6.
Participates in scientific meetings, seminars, and other training as assigned.
7.
Keeps records of observations and notes, and issues reports of test results upon consultation with higher level Forensic Scientists in this series.
8.
Testifies in court regarding laboratory analyses and the significance of the results as required.
9.
Performs housekeeping tasks as required, including maintaining related supplies and reference materials.
10.
Participates in internal and external proficiency testing programs.
11.
May assist in the inventory, maintenance, storage, and disposition of evidence.
12.
May conduct routine comparisons of latent or patent print to inked prints, or other impressions (footwear/tire tracks) to known impressions.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Working knowledge of modern methods and techniques of latent print processing using powders, chemicals and alternate light sources.
2.Working knowledge of the methodology applied in chemical analyses of physical evidence for use in crime detection.
3.
Working knowledge of the analysis, comparison and evaluation of latent prints as it pertains to the identification process.
4.
Working knowledge of penal law and rules of evidence as it applies to latent print examination.
5.
Skill in the use of laboratory equipment related to latent print analysis.

MINIMUM QUALIFICATIONS
Training and Experience
1.Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree or higher in a natural science, a forensic science, an engineering science, or criminalistics;
OR
2.Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree or higher, which must have included at least twelve (12) credit hours in one of the natural sciences, forensic sciences or engineering sciences, with one (1) year of full-time or its part-time equivalent experience in a forensics laboratory which must have included latent print examination;
OR
3.Satisfactory completion of one (1) year as a Forensic Scientist Trainee with Latent Prints specialty;
OR.
4..An equivalent combination of training and experience that is defined by the limits of (1) and (2) above.
NOTE:Incumbents must pass a competency test prior to assuming casework responsibility, and must pass a proficiency test annually, in accordance with accreditation requirements.

Additional continuing education and training may be required as condition of employment.
