GENERAL STATEMENT OF DUTIES
Supervises and coordinates the activities of those units providing foster care placement and adoption services for difficult to place children; performs related duties as required.

COMPLEXITY OF DUTIES
Under general supervision, the duties require the exercise of considerable judgment in recommending policies and in the application of departmental policies and regulations, and carrying out a special child placement program.

TYPICAL DUTIES
1.Directs and coordinates the activities of those units providing foster care placement and adoption services for difficult to place children.
2.Acts as Department liaison and interprets programs and services to Minority Community.
3.Participates in the formulation of agency policies and procedures.
4.Trains and instructs subordinate personnel and evaluates job performance.
5.Serves as Department representative to Title XX Advisory Committee.
6.Participates in preparation of agency budget.
7.Maintains records and prepares reports.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Thorough knowledge of local, state, and federal child social services laws.
2.Considerable knowledge of the basic principles and practices of social casework.
3.Considerable knowledge of current social, economic, and health problems of the minority community, and available resources.
4.Knowledge of social service administrative practices and procedures.
5.Ability to establish and maintain effective working relationships with associates and minority community.
6.Ability to supervise subordinate personnel.
7.Ability to express oneself effectively, both orally and in writing.

MINIMUM QUALIFICATIONS
Training and Experience
Master's degree in Social Work from a regionally accredited or New York State registered college or university
and
Four years of satisfactory, paid, casework experience in a public or private agency, which included responsibility for children in need of permanent homes, two years of which included supervising caseworkers.

NOTE:Experience, as outlined above, in excess of the four-year requirement, may be substituted for the Master's degree, on a year-for-year basis, up to a maximum of two years.
