GENERAL STATEMENT OF DUTIES
Assists in directing, coordinating, and evaluating programs providing personal health services; acts for and in place of the Commissioner of Health, as required; performs related duties as required.

COMPLEXITY OF DUTIES
Under administrative direction, the duties require the use of independent judgment in developing and implementing departmental policy, practices and procedures. Direction is exercised over a multi-disciplinary staff of professional and paraprofessional personnel.

TYPICAL DUTIES
1.Directs and coordinates multi-phased activities of the Bureaus of Home Care Services and Ambulatory Care Centers, and the various offices providing personal health services.
2.Coordinates activities of Health and Home Care Services Centers with private, voluntary, and proprietary facilities.
3.Supervises program development and assists in determining needs of community health.
4.Provides professional and administrative direction and consultation to medical directors and professional service heads.
5.Directs preparation of Division's budget.
6.Directs recruitment and selection of professional personnel for the Division.
7.Represents Department at professional, government, or community meetings.
8.May act as a Hearing Officer for the Department of Health when designated by the Board of Health and Commissioner of Health.

1.Extensive knowledge of the basic principles and practices of medicine as applied to public health.
2.Extensive knowledge of the principles and practices of public health administration.
3.Ability to plan, organize, direct, coordinate, and evaluate a diversified personal health services program.
4.Ability to exercise effective administrative direction over a large and diversified professional, administrative and technical staff.
5.Ability to make sound independent judgments and decisions relating to professional, administrative, and policy matters.
6.Ability to establish and maintain effective working relationships with associates, the community, and government agencies.
7.Ability to express oneself effectively, both orally and in writing.

MINIMUM QUALIFICATIONS
Training and Experience
Possession of a current, valid license to practice medicine in the State of New York
and
Four years of recent professional medical public health experience, of which three years shall have been at an administrative level.
