GENERAL STATEMENT OF DUTIES
Directs and administers a comprehensive and coordinated system for the provision of health, education, and social services to the minority elderly; performs related duties as required.

COMPLEXITY OF DUTIES
Under general supervison, the duties require the exercise of considerable judgment in organizing, planning, and supervising programs for the minority elderly.

TYPICAL DUTIES
1.Monitors, evaluates, and supervises contractual agreements with agencies providing social services to the minority elderly.
2.Supervises activities of the field and base offices in the Senior Community Service Center network to insure the provision of outreach, technical assistance, information and referral, etc., to the aging minority community.
3.Makes policy recommendations with regard to the special needs of the minority elderly.
4.Directs program operations which include personnel and fiscal management, and budget analysis, allocation, and preparation.
5.Evaluates program and performance of staff, and recommends adjustments for improvement.
6.Attends meeting, conferences, seminars, and workshops representing the minority elderly and interpreting their needs.
7.Maintains effective working relationships between the Department of Senior Citizen Affairs and the New York State Office for the Aging, as well as other agencies serving the elderly, particularly the minority elderly.
8.Organizes and maintains a minority agency, group, association, and organization mailing list to insure that the minority community is kept abreast of all matters affecting them.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Considerable knowledge of the problems, needs, requirements, and interests of the minority elderly.
2.Considerable knowledge of community organizations providing social services to the minority elderly.
3.Considerable knowledge of administrative practices and procedures.
4.Ability to evaluate the effectiveness of the program.
5.Ability to exercise effective administrative and technical supervision of subordinate assistants and sub-area agency personnel.
6.Ability to prepare comprehensive reports.
7.Ability to express oneself effectively, both orally and in writing.
8.Ability to establish and maintain an effective working relationship with governmental agencies, associates, community group staff, and the general public.

MINIMUM QUALIFICATIONS
Training and Experience
1.Master's degree from a regionally accredited or New York State registered college or university, including or supplemented by courses in black history and culture or minority relations
and
Three years of satisfactory experience in the field of gerontology which included work with the minority elderly. Two years of this experience must have been in a supervisory capacity.

2.Bachelor's degree from a regionally accredited or New York State registered college or university, including or supplemented by courses in black history and culture or minority relations
and
Five years of satisfactory experience in the field of gerontology which included work with the minority elderly. Two years of this experience must have been in a supervisory capacity.
NOTE:1.Satisfactory experience which involved working with minorities in the fields of social work, community organization, education, health, recreation, or in a related field may be substituted on the basis of two years to one year of the experience as outlined above.
2.Experience, as outlined in #2 above, in excess of the five-year requirement, may be substituted for college education on a year-for-year basis up to a maximum of two years. There is no substitution for the courses in black history and culture of minority relations.
