GENERAL STATEMENT OF DUTIES
Coordinates urban renewal and community development programs; performs related duties as required.

COMPLEXITY OF DUTIES
Under administrative direction, the duties require the exercise of considerable judgment in coordinating all facets of the urban renewal program.

TYPICAL DUTIES
1.
Coordinates all facets of the urban renewal program.
2.
Initiates surveys of sites for possible redevelopment and the preparation of related reports.
3.
Prepares detailed reports on recommended methods for improvement of slum areas, such as clearance, alteration, or rehabilitation of existing property.
4.
Prepares estimates of costs involved in redevelopment plans.
5.
Prepares applications for federal aid for slum clearance and rehabilitation projects in blighted areas.
6.
Coordinates negotiations with federal officials relative to contemplated or approved projects.
7.
Makes arrangements for and oversees the acquisition of property in neighborhoods to be developed.
8.
Confers with interested parties regarding areas to be developed.
9.
Coordinates separate and distinct phases of redevelopment projects.
10.
Coordinates the work of various agencies involved in urban renewal program.
11.
Works with, addresses and otherwise stimulates interest of organized groups.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.
Thorough knowledge of the provisions of Federal statutes related to urban renewal program.
2.
Considerable knowledge of principles, procedures and source material involved in planning urban redevelopment.
3.
Considerable knowledge of sociology, economics, environmental, and legal factors related to urban redevelopment.
4.
Considerable knowledge of legal procedures related to the real estate field and appraisal practices.
5.
Knowledge of engineering, architectural design, and public health problems.
6.
Knowledge of common principles and techniques used in research and statistical analysis.
7.
Ability to analyze and digest complex data and prepare clear and comprehensive reports.
8.
Ability to present facts and ideas effectively, both verbally and in writing.
9.
Ability to translate legal and administrative policy statements into work directives.
10.
Ability to establish and maintain effective work relationships at a high administrative level.

MINIMUM QUALIFICATIONS
Training and Experience
Bachelor's degree in Business or Public Administration, Civil Engineering, Political Science, or Economics from a regionally accredited or New York State registered college or university
and
Two years of satisfactory engineering, legal, regional planning, accounting, or public administration experience, or responsible supervisory experience in the real estate field or property management.

NOTE:1.Experience, as outlined above, in excess of the two-year requirement may be substituted for college education on a year-for-year basis up to a maximum of two years, provided, however, that courses in one of the above listed areas have been successfully completed.
2.A Master's degree in Business or Public Administration, Civil Engineering, Political Science, or Economics from a regionally accredited or New York State registered college or university may be substituted for one year of the above experience.
