GENERAL STATEMENT OF DUTIES
Develops and establishes personnel assistance activities in a municipal agency; performs related duties as required.

COMPLEXITY OF DUTIES
Under general supervision, the duties require the use of judgment in implementing an employee assistance program.

TYPICAL DUTIES
*
1.Develops and establishes an employee assistance program.
2.Advises employees about health insurance, retirement, and other related employee benefit programs.
*
3.Develops a training program designed to improve employee behavior and performance at the work site.
4.Provides career counseling for employees.
5.Assists personnel director in resolving issues related to worker's compensation, unemployment insurance, and similar matters.
*
6.Refers employees with personal and social problems, to appropriate professional services and personnel.
*
7.Prepares confidential reports to Board of Commissioners on employee assistance matters, and makes recommendations for referrals and other special employee support actions.

*ADA ESSENTIAL FUNCTIONS

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Knowledge of principles and practices involved in developing and maintaining an employee assistance program.
2.Knowledge of a variety of occupational categories and their required qualifications.
3.Knowledge of office procedures and methods.
4.Knowledge of resources available to employees experiencing difficulty.
5.Ability to examine personnel problems and make appropriate recommendations.
6.Ability to establish and maintain effective working relationships with associates.
7.Ability to maintain records and prepare reports.
8.Ability to express oneself effectively, both orally and in writing.

MINIMUM QUALIFICATIONS
Training and Experience
Master's degree in Social Work, Psychology, Counseling, Human Resources Administration, or closely related field from a regionally accredited or New York State registered college or university.

NOTE:One year of satisfactory professional human resources, guidance, or employee assistance counseling experience may be substituted for the Master's degree above, provided the Bachelor's degree included a major in one of the above-mentioned areas.
