GENERAL STATEMENT OF DUTIES:
Performs responsible administrative duties in initiating, developing, coordinating, and evaluating programs in the field of environmental health; performs related duties as required.

COMPLEXITY OF DUTIES
Under executive direction, the duties require the use of independent judgment in planning, developing and implementing departmental policy. Direction is exercised over subordinate administrative personnel.

TYPICAL DUTIES
1.Directs personnel in designing and constructing studies and evaluating programs, and applies findings to the design of action plans for environmental control.
2.Coordinates programs with those of personal health services division.
3.Directs preparation of Division's budget.
4.Represents Department on technical and planning committees involved in environmental health and conservation.
5.Directs and supervises subordinate environmental program directors.
6.May act as a Hearing Officer for the Department of Health when designated by the Board of Health and Commissioner of Health.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Extensive knowledge of organizational and administrative processes and techniques.
2.Extensive knowledge of the principles and practices of environmental control related to public health.
3.Extensive knowledge of laws and regulations relating to public health involving environmental health services.
4.Considerable knowledge of the principles and practices of budget preparation.
5.Ability to initiate and evaluate a variety of environmental conservation and health services.
6.Ability to exercise effective administrative and technical supervision over a large and diversified professional, administrative, and technical staff.
7.Ability to establish and maintain effective working relationships with associates and public agencies.

MINIMUM QUALIFICATIONS
Training and Experience
Master's degree in Civil or Sanitary Engineering from a regionally accredited or New York State registered college or university
and
Fifteen years of progressively responsible experience in public health engineering including two years as the director of a comprehensive environmental program.

Necessary Special Requirement
Possession of a license to practice professional engineering in New York State.
