GENERAL STATEMENT OF DUTIES
Directs the day-to-day relations between the Town of Oyster Bay and the union concerning interpretations of the labor contract and Fair Labor Standards Acts, employee complaints and grievances, and performance evaluations; performs related duties as required.

COMPLEXITY OF DUTIES
Under administrative direction, the duties require the use of considerable independent judgment in interpreting contractual agreements concerned with labor-management relations.

TYPICAL DUTIES
1.Conducts day-to-day relations with the union and interprets the labor contract on a regular basis.
2.Receives, reviews, and attempts to resolve all employee complaints and problems related to the labor contract.
3.Administers the employee awards program.
4.Serves as Chair of the Labor-Management Review Board and supervises the receipt, review, and granting of sick leaves at half pay.
5.Directs and supervises performance evaluations and related details.
6.Directs the review of grievances in accordance with the labor contract and coordinates all related details, such as notices to witnesses, scheduling of hearings, and record of meetings.
7.Prepares and maintains new procedure manuals.
8.Interprets and administers the Fair Labor Standards Acts and oversees the Town's compliance with them.
9.Directs the employee safety plans in accordance with all applicable standards.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Extensive knowledge of labor-management relations.
2.Thorough knowledge of the principles and practices of public administration.
3.Ability to understand and interpret laws, rules, regulations, and contracts pertaining to labor relations.
4.Ability to plan, coordinate, and supervise the activities of subordinates.
5.Ability to develop and maintain effective working relationships with associates, officials, and employees.
6.Ability to express ideas clearly and concisely, both orally and in writing.

MINIMUM QUALIFICATIONS
Training and Experience
Bachelor's degree from a regionally accredited or New York State registered college or university
and
Six years of satisfactory experience in labor-management relations, four of which were served at a responsible administrative level.

NOTE:Experience, as outlined above, in excess of the six-year requirement, may be substituted for college education on a year-for-year basis up to a maximum of four years.
