GENERAL STATEMENT OF DUTIES
Plans, supervises, and directs the operation of the Job Development Center in the Commission of Human Rights; performs related duties as required.

COMPLEXITY OF DUTIES
Under general supervision, the duties involve the use of judgment in developing and implementing practices and procedures consistent with the policies of the Commission of Human Rights.

TYPICAL DUTIES
1.Develops program to assist County residents in finding employment commensurate with their interests, training, experience, and aspirations.
2.Supervises a subordinate staff of job developers, interviewers, sub-professionals, and clerks.
3.Supervises the recruitment and training of volunteers.
4.Develops and maintains a favorable image with prospective employers.
5.Maintains records and prepares reports.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Thorough knowledge of the function and scope of services provided by the Job Development Center.
2.Thorough knowledge of the principles, methods, and procedures used in organizing and promoting programs of a job development center with special emphasis on obtaining jobs for minority groups.
3.Considerable knowledge of the basic principles and practices of community organization, office management, and public relations.
4.Ability to establish and maintain effective working relations with subordinates and the public.
5.Ability to direct and supervise the activities of subordinate staff.
6.Ability to express oneself effectively, both orally and in writing.

MINIMUM QUALIFICATIONS
Training and Experience
Bachelor's degree from a regionally accredited or New York State registered college or university
and
Six years of satisfactory experience in the field of human relations in such areas as community organization, education, social service, industrial or labor relations, housing or community development, or related field.

NOTE:Experience, as outlined above, in excess of the six-year requirement, may be substituted for college education on a year-for-year basis up to a maximum of four years.
